[Obm] New 2.3.1 changelog including MiniG fixes

Hello,
here is  a complete 2.3.1 changelog which includes the MiniG updates.
As MiniG releases are independant from the whole OBM packaging, MiniG evolve at its own versions speed.
We will try to include MiniG infos in the global OBM release scheme
