[Obm] First Use

This display appears when the CSS is not found, and is generaly due to a 
misconfiguration of the variable $cgp_host (in obm.conf) which should be 
filled with what you type in the url.

eg if you access obm via http://obm/, your $cgp_host should be

$cgp_host = "http://obm/";
