[Obm] Announce : OBM 0.9.4 is out !

Maybe the last 0.9 branch release (if no major bugs found), cause the 1.0 is 
due out soon now...

Good news : migration scripts from 0.8.11 to 0.9 are provided in this release.

     * BUG#493 : Home page : SQL errors fixes with Postgres on portlets
     * Export : Dataset export now uses forms to allow big queries (eg: in list)
     * Stats : fixed occasionnal sql errors when stats from a given list
     * List : Handle special case to allow publication informations display
