[Obm] PostgreSQL database creation

Hello obm, 

I converted the database creation script to PostgreSQL at
http://tal.m-fink.de:8080/obm/create_obmdb_0.7.pgsql.sql

For the installation I followed the steps of install_obmdb_0.7.sh

The database has to be created outside the sql-script.

The dictionary, test and default sql-scripts for mysql work mostly.

I do not have a commandline php interpreter, so I have to further
investigate what the php-scripts do.

Currently I cannot login to the PostgreSQL obm database.

My versions are:
SuSE 7.1 based system
PostgreSQL 7.1
mod_php 4.0.4
