[Obm] Pack OBM to put into Fedora and EPEL repos

Hi all,

By reading this thread on the list [1], I think, it is best to pack OBM
to put into official Linux distribution repositories. Then people can
install OBM much easier.

I am a Fedora package maintainer and I can do it with Fedora and EPEL
repos. I will try first then ask you if I need any helps.
You can also read these guidelines [2] to see if you can do something.
